PEACE; Utopia or Reality
each elements of society (individual, community, class) crave a peace. "Peace" is an absolute requirement for every human being who want a sense of security. without it, no person or group of people, neither of the smallest unit in society nor in state could meet social needs, political and economic as well. on the one hand, there are parties who take advantage of an absence of peaceful situation, because they are very concerned about the "availability" of protracted conflict, and the majority form of economic or political interests. on the other hand, the concept of peace also appeared contextually when it is placed in certain situations. intended by a situation of peace in this paper is not just in a negative sense, relatively without turbulence, or without conflict. but more than that, as one purpose of handling conflict. and by then it will raise several questions: (1) why does a situation of peace is necessarily?, (2) whether the peace is a precondition for a sense of security, which is a fundamental right citizen has been fullfilled?; (3) how to achieve a lasting peaceful situation, what are the supporting factors and inhibitors?; (4) how the responsibility of the state, as a stakeholders within a country?
Paul Wehr in “The Development of Conflict knowledge” says; in the period throughout the 19th-20th century, human awareness of how a conflict arise -in addition of efforts to handle a conflict with constructive ways- has been increasing at the level of abstract and formal, education in schools, seminars and training forums. In Indonesia, study of conflict research, identification, formulate proposals or recommendations was held by universities, local and international institutions of research, non-governmental organizations and also from government itself.
"the action" that posted above by Wehr described not merely as human reflection of curiosity to the problems of conflict and how to achieve peace. Furthermore, This case illustrates the process of finding a solution over the increasing scale and cost of human conflict. situation of chaos of political, economy, social, cultural, which took place in Indonesia since 1997, even those that already had the potential latent in much earlier periods is the stage of clash of interests among individuals and groups within countries. cases of violent conflict which claimed the loss of human life, property, and the psychological effects such as trauma has proven that. Thus, the statement of Wehr about "the processing of a solution finding" above is appropriate when it is concerned with the growing awareness of the efforts to resolve violent conflict in Indonesia that is conducted by actors of non-governmental organizations. moreover, the efforts to handle conflict issues actually depends on the parties that get involved a conflict, the victims of the conflict itself, out of the circles which have often given the attribute of "civil society" are a non-governmental organizations and students.
an important question arising in connection with the "involvement of the conflicting parties in the conflict resolution scheme." Here an assumption; if viewed from the side of the trigger or the perpetrators of conflict, conflict resolution through peace agreements, facilitated by dialogue, will not mean much when the actors involved in conflict situations is not included to build a sustainable peace (sustainable peace building). However, the shceme will remain a new dilemma. How do we create a peace agenda through an agreement when the government itself does not do justice to the parties that are considered guilty? While negotiations require an equality for both sides who want to negotiate. in the context of political transition, it is not as easy as we thought, considering that the civil society itself is divided, while democratization is still ongoing.
In Poso district, as an example is shown by an analysis of the roots of conflict and the prospects of peace in Poso. peace zone created by community groups in the conflict and facilitated by a group of advocates of peace, with the intention of restoring human dignity in the region of conflict, on the one hand it is not followed by a worthwhile effort by the state (local and central government and security forces and a handful of local political elites), and on the other hand, a concept initiated by the non-governmental also did not continued with greater opportunities for cooperation. giving rise to the impression that the effort is dominated by the conflict reducer “Malino Agreement II” which was only temporary and do not take root upon society’s bossom. Promotion of Malino Agreement II as the only starting point for peace in Poso appears over the paradigm used by local communities, and identification of the root of conflict are narrowed by political factors (an election of Regents); ideological factors (the existence of jihadist groups/Mujahidin Poso and the opposition); and social factors (a dense population).

What Might Be Done?
There is an important point when talking about "peace", that is concerning the perception and interpretation of who is dominant in it. Referring to the problematic of concept of reconciliation in the case of Tanjung Priok Tragedy, then the same thing may be brought in the concept of peace to end the violent conflict case itself. Is not the military also put up banners "Peace Is Beautiful" at strategic locations at the corners of the city and in rural outposts? A peace agreement, in the conflict that occurred at any level, whether intra-state (internal conflict) and inter-state (interstate conflict), it should contain elements of "peace building", including law enforcement efforts and the realization of mutual-trust (confidence building measures) among the parties in conflict. However, when the legal instrument is no longer trusted by the public, during security is one of the citizens right, then how could it be to be achieved? State does not work properly in providing safe situation. Where is the function of stakeholders? While the violence finally reproduced by groups of civil society, is there no future for the word "peace"?
In this case, it takes effort to retrace the steps that have been made by various parties to achieve peace, especially in the context of fulfilling the rights of citizens in safe feeling, and explores how to create a mechanism of conflict handling, and to push peace toward in long-term in Indonesia. Do we have the alternative peace? which meant not in the sense of "negative peace" in the form of mere cessation of violence, but "positive peace" which accompanied the direct participation of the community to make it happen? Conflict management approach is most appropriate when looking at the trend of conflict, especially if you see the impact by it?
Long-term view of the conflict at least dependent on two variables: the balance of power, and awareness of the existence of interest groups and their needs to the conflict, and approaches of handling a conflict as has been mentioned earlier. The process of conflict resolution and efforts to achieve peace can be understood in that context. In this case, the role of peace builders in particular are expected to emerge from the civil society, or individuals who understand the issues, and able to analyze any occurred conflict clearly, by determine every factor that causes the conflict. We can put ourselves as the party providing analysis / consultation, direct advocacy, or involve ourselves as a "third party" in the mediation scheme and/or negotiations, provided that the conditions of a balanced relationship between the conflicting parties.
In conclusion the main purpose and the peace building process is to restructure the damaged social relations, and, furthermore, produces a fair mechanism for conflict resolution and peace, taking into account the political aspects, economic, social and cultural includes the locus of the conflict. From this point of view, forward and unlock the potential of latent conflict is not a "provocation" or "add" the conflict, but rather is part of a broader peace process.
